Guilherme d'Oliveira Martins was born in Lisbon on September 23, 1952. He has been, since November 2015, Executive Director of the Foundation Calouste Gulbenkian. Chairs the Supervisory Board of Caixa Geral de Depósito and the Grand Council/Council of Arts of the National Culture Center; Correspondent of the Academy of Sciences of Lisbon; Effective member of the Navy Academy; Academic of Merit of the Portuguese Academy of History; the Lusíada University of Lisbon and the Institute Superior of Social and Political Sciences of The Technical University of Lisbon. Served as President of: the Center of Culture (2002 – 2016); the Court of Accounts (2005-2015); the Council for the Prevention of Corruption (2008-2015); and by EUROSAI – Organization of the Higher Institutions for the Control of Public Finances in Europe (2011-2014). 

Guilherme d'Oliveira Martins was General Auditor of the WEU Assembly – Western European Union (2008-2011); Minister of Presidency (2000-2002), Finance (2001-2002) and Education (1999-2000); Secretary of State for Educational Administration (1995-1999); deputy to Assembly of the Republic (1980-1985, 1991-1995, re-elected in 1995, 1999, 2002-2005); Vice-President of the National Commission of UNESCO (1988-1994). 

Guilherme d'Oliveira Martins was President of SEDES – Association for the Economic and Social Development (1985-1995) and Chairman of the Steering Committee of the Board of Europe that drew up the Faro Convention on the Value of Cultural Heritage in society contemporary art (Faro, October 27 2005).

In Portugal, he was awarded the Grand Cross of Military Order of Christ and the Municipal Medal of Merit – Gold Degree (Loulé City Council); Grand Officer of the Order of Infante D. Henrique; 

Internationally, he is Commander of the Order of Isabel, the Catholic (Spain), Officer of the Order of the Legion of Honor (France) and also awarded the Grand Cross of Order of the Southern Cross (Brazil), the Medal of Gratitude from the European Solidarity Center (Poland); the Grand Officer's Cross of the Order of Merit of the Republic of Poland and the Necklace of Merit Minister Victor Nunes Leal (Court of Accounts of the Municipality of Rio de Janeiro, Brazil).
